The quote Zelenskyy didn't say in Berlin
The footage is real, and it is from today: Volodymyr Zelenskyy really did address a security conference in Berlin on Tuesday, and Sky News really did carry it live. What the viral post adds is a sentence inside quotation marks — “RUSSIA is PREPARING its ARMY for an ATTACK on EUROPE” — presented as a warning he “sent to all European citizens.” The sentence appears in no published account of the speech. What he said about Russia's buildup, in the reporting of the speech, is shorter and aimed at the room: “It's directed against you.”

At 1:32 p.m. on Tuesday, November 3, an account posting as @RippleXrpie put up the warning. Behind a siren emoji and the word BREAKING, it announced: “UKRAINE PRESIDENT ZELENSKY HAS SENT A WARNING TO ALL EUROPEAN CITIZENS,” and then, in quotation marks: “RUSSIA is PREPARING its ARMY for an ATTACK on EUROPE.” Attached is a video still of Zelenskyy at a podium, taken from Sky News' live coverage — the red LIVE bug, the word Berlin beside it, and a lower-third reading “Zelenskyy delivers remarks at security conference in Berlin,” with a Clash Report watermark on the clip. By the time SmokeScreen saw it: some 326,000 views, roughly 3,000 replies. The last two posts SmokeScreen checked this week turned on footage from the wrong month and a statement read upside down. This one is different: the event in the frame is real, it happened today, and the president in it did warn his audience about Russia. The edit sits inside the quotation marks.
The event checks out in every particular. Zelenskyy delivered the keynote at the 25th Berlin Security Conference on Tuesday, November 3, the centerpiece of a surprise visit to Germany built around talks with Chancellor Friedrich Merz — his seventh trip to Berlin since the full-scale invasion began, kept unannounced for security reasons until Merz disclosed it that day, saying Zelenskyy “will be with me again just after noon.” Sky News carried the appearance live; its own upload of the segment is titled “Zelenskyy speaks in Berlin as he seeks to strengthen Ukraine's military support,” and its description records the same scene the still shows: the conference, a meeting with Merz, air defence and energy on the agenda. Other carriers — APT, DWS News, DRM News — date the same keynote to November 3. Nothing was re-dated. What remains is what he said.
The fullest reporting comes from the Ukrinform correspondent in the room. Its central passage: “We see that Russia has already made up its mind. It has decided that a peaceful and united Europe is its enemy. And this is not something that will simply disappear in a year. Look at the military infrastructure Russia has been building in recent years. Is all of this really just for Ukraine? It's too much for just one country—Ukraine. It's directed against you.” In the same address, he argued that no single country can hold its own sky: “No European country can single-handedly protect its airspace from the number of ballistic missiles that Russia or any other enemy of the West could launch. No country can single-handedly build an effective defense against drones.” He made the appeal the speech was built around — to Germany: “The role of the United States in the world may become even smaller. Therefore, Europe's role in the world must become even greater. And without Germany, this is impossible.” Then, in terms: “Europe has no alternative to Germany. Please remember this.” His asks followed: joint air defense, sanctions pressure, and a Europe carrying more of its own security.
Set the post's sentence beside that record and the gap is plain. The post's Zelenskyy says Russia “is PREPARING its ARMY for an ATTACK on EUROPE” — a preparation, an army, an attack, a continent as the addressee. The reported speech says Russia has been *building military infrastructure*, over years, and that the buildup is “directed against you” — said to a hall of European security officials he was asking for partnership, not in a warning addressed to citizens. One disclosure belongs here, in the open: SmokeScreen's check ran against the published reporting of the speech — wire copy, live blogs and the Ukrinform correspondent's accounts — and a complete official transcript was not available to check against. The claim this story prints is the one that evidence supports: the sentence in the post's quotation marks appears in no published account of the Berlin speech.
The sentence was not invented from nothing; it was assembled, and the parts are on the record. The verb is yesterday's. In his evening address on Monday, November 2, Zelenskyy warned of an attack being prepared — on Ukraine: “We have intel that Russia is preparing a new massive attack on our country – primarily targeting energy and logistics.” He tied the timing to this week's American vote: “The assumption is basically that tomorrow the world will be watching the American midterms, and what is happening here in Ukraine, along with our difficulties with air defense and Patriot missiles, will be overlooked.” Keep that verb, swap the target — from Ukraine's power plants to Europe itself — and the post's quotation is what results. The theme it leans on is genuinely his, and genuinely old: on June 22, 2025, after a briefing from intelligence chief Kyrylo Budanov, Zelenskyy said Ukraine had “evidence that they are preparing new military operations on European territory” — a statement preserved in the European Parliament's written-question file, E-002623/25. And at Munich on February 14, 2025, he used the sharpest form he has: “Russia is preparing 15 divisions. Around 100-150,000 troops are being trained to aggravate the situation on the Belarus direction. I am not sure if they will attack Ukraine, but they will attack. Maybe Ukraine, maybe Poland, maybe the Baltic countries.”
What was actually new on Tuesday fits in a paragraph. Merz received Zelenskyy at the Chancellery with military honors and said Germany would continue its assistance “until this war is over”; his coalition moved to add €200 million in winter aid — €100 million from the Foreign Office and €100 million from development funds, per dpa reporting, with the Bundestag's budget committee to approve it the following week — for power plants and civilian infrastructure. Zelenskyy set out his negotiating priorities: a ceasefire on attacks against energy and critical infrastructure, an end to the Black Sea grain blockade, and an all-for-all prisoner exchange. U.S. envoy Steve Witkoff announced U.S.–Russia–Ukraine talks in Abu Dhabi on November 10 and 11. That is the day's news from Berlin: a visit, an aid package, a negotiating list and a date for talks. No warning was sent to the citizens of Europe, because the speech the post quotes was not one.
The inventory, then. Documented: a real keynote, delivered today in Berlin and carried live; the reported text of that speech, in which Russia's buildup is “directed against you” and no sentence has its army preparing to attack Europe; an evening address the night before, warning of a massive attack being prepared against Ukraine's energy and logistics; and two earlier occasions — June 2025 and Munich in February 2025 — when he warned about Europe in his own words. Assembled: the post's quotation, which takes the verb from yesterday, the theme from last year, and the quotation marks from nowhere. The receipts are below. Read the receipts. Decide for yourself.
